RUSSIA AND RUSSIA-BACKED TERRORISTS DO NOT ABIDE BY THE MINSK AGREEMENTS MAKING A GENUINE THREAT TO CIVILIAN population

 

Provision #1 of PoM[2] - Immediate and full ceasefire

Not implemented neither by the Russian side nor by its proxies!

The terrorists continuously make a real threat to OSCE SMM observers

-   Two 120mm mortars as well as a great amount of shrapnel spread in the area surrounding the SMM OSCE observation point located at 1.5km west of Shyrokyne (http://www.osce.org/ukraine-smm/164126).

-   In “DPR”-controlled Horlivka the SMM was approached by around 70 local inhabitants, visibly upset and distressed and verbally aggressive and critical towards the SMM. Some members of the crowd made violent threats. The SMM left the scene after the OSCE flag was broken off the vehicle and thrown to the ground. A Russian Federation Armed Forces representative of the JCCC’s office in Horlivka was present when the incident occurred (http://www.osce.org/ukraine-smm/164126).

The terrorists continue shelling positions of Ukraine’s ATO Forces and civilians

-   On June 12-15 (as of 8am), 2015, Russia and Russia-backed terrorists have shelled Ukraine’s ATO Forces over 310 times with the use of MLRS Grad (7 times), bombardment artillery (32 times), mortars (99 times) as well as tanks and AIVs (43 and 10 times, respectively). It has resulted in 9 (nine) Ukrainian servicemen killed and 56 wounded[3].

-   A member of the Azov battalion serving under Ukraine’s Ministry of Internal Affairs was killed and another wounded during shelling on 10 June (http://www.osce.org/ukraine-smm/164126).

-   One burning house in government-controlled Lebedynske (http://www.osce.org/ukraine-smm/164126).

-   4 heavy shells with MLRS Grad 122mm impacted Ukrainian Armed Forces’ position in government-controlled Novotoshkivske (http://www.osce.org/ukraine-smm/164126).

-   Government-controlled Chermalyk is facing a lack of electricity supply and running water due to damages of the electrical lines caused by shellings. All mobile network coverage are out of order since 1 April (http://www.osce.org/ukraine-smm/164141).

Government-controlled Karbonit was shelled 16 times (http://www.osce.org/ukraine-smm/164141).

A railway bridge three kilometres south-west of government-controlled Popasna was damaged by an explosion caused by an improvised explosive device, consisting of at least two artillery shells (152mm) (http://www.osce.org/ukraine-smm/164141).

Provision #2 of PoMPull-out of all heavy weapons

Not implemented neither by the Russian side nor by its proxies!

Russia does not abide by withdrawal of all foreign armed formations, military equipment, as well as mercenaries from the territory of Ukraine

-   In a number of locations in “DPR”-controlled areas north-east of Mariupol, 16 main battle tanks (MBT), 48 armoured personnel carriers (APC), and 2 engineering vehicles (http://www.osce.org/ukraine-smm/164126).

-   Around “DPR”-controlled Ilovaisk, 32 military-type trucks (http://www.osce.org/ukraine-smm/164126).

In an “LPR” “military training and firing range area”, 33 self-propelled howitzers (2S1 Gvozdika SPH, 122mm), 12 towed howitzers (D-30, 122mm), 6 anti-tank guns (T-12 Rapira, 100mm), 11 MLRS (BM-21 Grad), 6 towed howitzers (2A65 “Msta-B”, 152mm) (http://www.osce.org/ukraine-smm/164141).

At one of “DPR” heavy weapons holding areas, 3 anti-tank guns (Rapira, 100mm) previously recorded were missing. At other sites, 3 MLRS (Grad BM-21, 122mm) had different serial numbers from those previously recorded and 2 previously recorded towed howitzers (D-30, 122mm) were missing (http://www.osce.org/ukraine-smm/164141).

Provision #3 of PoMEffective monitoring and verification by OSCE

Not implemented neither by the Russian side nor by its proxies!

Russia and its proxies continuously prevent the SMM from conducting its activities effectively

-   The SMM was stopped at a "DPR” checkpoint located north of Shyrokyne; the SMM had to wait to get a “permission” to continue (http://www.osce.org/ukraine-smm/164126).

-   In “LPR”-controlled Slovianoserbsk, the local “LPR” “military commander” told the SMM that it was not allowed to proceed to “LPR”-controlled Sokilnyky without further permission from his superiors (http://www.osce.org/ukraine-smm/164141).

-   At a checkpoint south of “LPR”-controlled Smile, the SMM was stopped and told by “LPR” members that it could not precede without the local commanders’ approval (http://www.osce.org/ukraine-smm/164141).

-   The head of the “village administration” in “LPR”-controlled Krasnyi Kut informed the SMM that the “village administration” had received a letter from the head of “LPR”-controlled Antratsyt “district administration” stating that the “district administration” must pre-approve any SMM visits to the village (http://www.osce.org/ukraine-smm/164141).

Provision #7 – Ensure safe access, delivery, storage, and distribution of humanitarian assistance to those in need, on the basis of an international mechanism

Russia and its proxies block delivery and distribution of Ukrainian and international humanitarian aid

-   In “LPR”-controlled Hrushove local civilians are facing problems with irregular water supply, shortage of medicines, and high food prices (http://www.osce.org/ukraine-smm/164141).

Provision #10 of PoMPullout of all foreign armed formations, military equipment and mercenaries from Ukraine’s territory under OSCE supervision

Russia and Russia-backed terrorists master plans to gain territory and vital socio-economic infrastructure

-   On June 12-14, 2015, Ukraine’s ATO Forces along with the State Border Guard Service of Ukraine (SBGS) have observed 60 UAVs used by Russia’s Armed Forces and Russia-backed terrorists to conduct reconnaissance of Ukraine’s positions as well as Ukraine’s state border with Russia.
