Provision #1 of PoM[2] - Immediate and full ceasefire

Not implemented neither by the Russian side nor by its proxies!

The terrorists continue shelling positions of Ukraine’s ATO Forces, observers, civilians and infrastructure frequently using heavy weapons that must have been withdrawn

  • Between August 28 – September 1 terrorists shelled the Ukrainian Forces and civilian objects 132 times. 4 Ukrainian servicemen were killed, 12 wounded. [1]
  • Russia-backed terrorists do not adhere to the agreements on the ceasefire starting from September 1, reached at the last TCG meeting. In particular, оn September 2 Ukrainian mobile team comprising of the military, civilian officers and volunteers was ambushed by the terrorists near the village of Lobacheve. Provision #2 of PoM – Pull-out of all heavy weapons

Not implemented neither by the Russian side nor by its proxies!

Russia does not abide by withdrawal of all foreign armed formations, military equipment, as well as mercenaries from the territory of Ukraine

Russia-backed terrorists continue to shell Ukrainian forces and important infrastructure from the heavy weapons

  • On August 27 the OSCE SMM observed many cases of violation by the Russia-backed terrorists of heavy weapons withdrawal regime. In a “DPR”-controlled area, the SMM observed a main battle tank (MBT, T-72). In an “LPR”-controlled area, the SMM observed two stationary main battle tanks (T-72) with gun turrets with barrels pointed towards a government-controlled area. In “DPR”-controlled areas UAVs observed five MBTs in Bezimenne (30km east of Mariupol), two MBTs in Michurine (57km north-east of Mariupol), three heavy artillery pieces in Oktiabr (29km north-east of Mariupol), one MBT south of Sontseve (58km north-east of Mariupol), five MBTs west of Starolaspa (60km north-east of Mariupol), five 122mm self-propelled howitzers 2S1 “Gvozdika” with lots of ammunition south-west of Rozdolne (64km north-east of Mariupol) and seven MBTs, more than twenty APCs and other military equipment south of Komsomolske (75km north-east of Mariupol).   • On August 28 the OSCE SMM – through the use of unmanned aerial vehicles (UAVs) – spotted in “DPR”-controlled areas five self-propelled artillery in Rozdolne (46km south-east of Donetsk, 67 north-east of Mariupol), two MBTs in Bezimenne (30km east of Mariupol) and two towed artillery pieces in Zaichenko (27km north-east of Mariupol).   • On August 28 the OSCE SMM found two previously recorded MLRS (BM-21 Grad, 122mm) missing at one “DPR” heavy weapons holding area. (http://www.osce.org/ukraine-smm/179106)
  • On August 31 the OSCE SMM observed that five mortars (120mm PM-38) were missing in one “DPR” heavy weapons holding area. In the other one the SMM observed that the serial numbers of three howitzers (122mm D-30) did not match the numbers previously recorded, and one anti-tank gun (100mm MT-12 Rapira) was missing.   • On August 31 in Sontseve temporarily controlled by the Russia-backed terrorists from “DPR”, the OSCE SMM observed a parked truck with an anti-aircraft gun mounted from 100m south from its position. Until the moment contact was lost between the SMM drone and its base, the UAV observed concentrations of military hardware in “DPR”-controlled areas close to the contact line: notably seven main battle tanks (MBTs), twenty-five armoured personnel carriers (APCs) and four multi-purpose light-armoured towing vehicles (MT-LBs) in and around Komsomolske (73km north-east of Mariupol),  five  self-propelled howitzers (2-S1 Gvozdika,122mm) and eleven APCs in and around Rozdolne (46km south-east of Donetsk), two MBTs in Michurine (55km north-east of Mariupol), and two MBTs in Bezimenne (30km east of Mariupol).. Provision #3 of PoM – Effective monitoring and verification by OSCE

Not implemented neither by the Russian side nor by its proxies!

Russia and its proxies continuously prevent the SMM from conducting its activities effectively and do not grant access to the OSCE SMM to the large part of the territory controlled by them including state border between Russia and Ukraine.

  • Self-imposed restrictions on movement into high-risk areas have impinged on OSCE SMM patrolling activities, particularly in areas not controlled by the government of Ukraine. Most areas along the Ukraine-Russian Federation international border, particularly those controlled by the “LPR”, have ordinarily been placed off limits to the SMM.   • On August 27 the OSCE SMM was denied access to the one heavy weapons holding area of the terrorists from so-called “DPR”. (http://www.osce.org/ukraine-smm/179096)
  • On August 31 the OSCE SMM drone was apparently shot down by the “DPR” terrorists (http://www.osce.org/ukraine-smm/179456)

 

Provisions #4 and 12 – Local elections in accordance with Ukrainian legislation and relevant OSCE standards and monitored by OSCE/ODIHR

Not implemented neither by the Russian side nor by its proxies!

Russia and its proxies keep playing games ignoring a commitment on holding local elections in certain areas of Donetsk and Luhansk regions in accordance with Ukrainian legislation and relevant OSCE standards

  • Russia-backed terrorists from the so-called “DPR” announced an intention to hold once again fake elections on October 18, 2015.
  • Russia-backed terrorists from the so-called “LPR” announced an intention to hold once again fake elections on November 1, 2015.

 

Provision #6 – Ensure release and exchange of all hostages and unlawfully detained persons

Not implemented neither by the Russian side nor by its proxies!

Despite achieved agreements, Russia keeps ignoring a commitment on release of all unlawfully detained persons

  • Russia refuses to release a number of Ukrainian political prisoners, including Savchenko, Sentsov and others, illegally detained in Russia. Recently, Russian authorities sentenced Ukrainian citizens Oleg Sentsov and Oleksandr Kolchenko, who had been illegally arrested by Russian occupants in May 2014 and accused of terrorist activities, to 20 and 10 years in prison, respectively. The court, while fulfilling the Kremlin’s political order, fully neglected the law and, in particular, ignored evidence of innocence of the Ukrainian citizens, provided by their lawyers. Almost 115,000 “witnesses” were questioned and provided their evidence within the framework of the “investigation” (more than 60,000 in Savchenko’s case alone), which prove that neither Savchenko nor Sentsov nor any other Ukrainian citizen detained and tried in Russia did commit a crime.

Provision #7 – Ensure safe access, delivery, storage, and distribution of humanitarian assistance to those in need, on the basis of an international mechanism

Despite achieved agreements, Russia keeps ignoring a commitment on engaging an international mechanism for delivery and distribution of humanitarian aid

  • In August 2014-August 2015, Russia has sent 37 so-called “humanitarian aid convoys” (since February 12, 2015 – 23 convoys) without consent of and inspection by the Ukrainian authorities and without coordination with ICRC. Arrival of almost every convoy coincided with further escalation.
  • Russia-backed terrorists continue blocking delivery of Ukrainian and international humanitarian aid and occasionally obstructing the evacuation of the civilian population. The militants unlawfully demand from international humanitarian organizations to be “accredited”.

Provision #10 of PoM – Pullout of all foreign armed formations, military equipment and mercenaries from Ukraine’s territory under OSCE supervision

Not implemented neither by the Russian side nor by its proxies!

Russia and Russia-backed terrorists master plans to gain territory and vital socio-economic infrastructure

  • On August 28 – September 1, 2015, Ukraine’s ATO Forces together with the State Border Guard Service of Ukraine (SBGS) have observed 6 UAVs used by Russia’s Armed Forces and Russia-backed terrorists to conduct reconnaissance of Ukraine’s positions as well as Ukraine’s state border with Russia[1].
  • On August 28 the OSCE SMM visited an “LPR” training ground in the vicinity of Uspenka (23km south-west of Luhansk), where it observed 40 MBTs (T-64). (http://www.osce.org/ukraine-smm/179106)
  • According to the ATO Staff Russia continues to hold close to the border and on the occupied territory of Ukraine 45 battalion tactic groups and 17 company tactic groups totaling more than 54,000 military personnel with appropriate weapons and equipment. Russia has instigated an over 44,000-strong force in Donbas, with about 60% of them being Russian armed forces. This force is commanded and coordinated by the Russian generals and military officers.
